We, the Heads of Government of the Baltic Sea states, believe that sustainability depends to a large extent on a broad participation and partnerships between government institutions, the private sector, not least the industry sector, and civil society. Partnerships are necessary for the security and balance of our societies, for transfer of knowledge and environmental-friendly technology and to deepen the understanding of sustainable development, encompassing environmental, social and economic concerns into all decision-making.
We challenge all countries to enhance practical and productive work on partnerships.
We are committed to accelerate the work on sustainable development that we have started in our region. Agenda 21 for the Baltic Sea Region, Baltic 21, is a concrete example of regional partnerships focussed on eight sectors: Industry, Energy, Transport, Tourism, Forests, Agriculture, Fisheries and Education as well as on Spatial Planning. The work comprises our eleven countries and the European Commission. In working to ensure sustainable development in the region, we proceed from a 30-year perspective. International Governmental Organisations as well as environmental, scientific and industrial NGOs contribute to the implementation of the programme.
The Baltic 21 process has some unique features that we believe make this process interesting also for other regions in the world:
Baltic 21 is a long-term commitment from all of us. We have obtained results, and yet it is merely a beginning. We call upon all parties concerned to increase their commitment and concrete engagements for its implementation. We take this opportunity to urge all countries that have not done so, to ratify the Kyoto Protocol to the Framework Convention on Climate Change and to implement it as soon as possible.
In reiterating our full support for Agenda 21, and commending the Baltic 21 approach to others, we hope to contribute to the new departure that we would like the Johannesburg Summit to be.
